In the case under consideration the Fong Kong Police could no doubt have done what was necessary without the presence of a patrol, but I think that thereis much to be said in favour of the policy of having sai lors looked after, in cases where it is necessary, by men of eir own race, though for the reasons I have given the action taken in this particuler case should not
be considered necessarily a precedent.
